•    Preparation is the first preventive step at the first phase of disaster management in the preparedness phase as most of the activities are being done under the prediction of an event.  Under these stage the allocation for the personnel, training and equipment necessary to react to the event are organized. 

•    Response is the step that execution of the plans and allocation of resources are recognized in much earlier phases and activities.  According to the name as being suggested response includes a range of activities as mandatory and necessary to protect lives, property and meet the basic human needs.
