Land pooling, a major urban planning reformation in India

Land pooling, a major thought out policy decision in the land procurement process in India for the urban planning is undergoing a massive test of its different aspects in Delhi.  DDA Land Pooling in L Zone Delhi is a pivotal framework to develop much ambitious mega city on the outskirts of Delhi in proximity and closeness to millennium city Guragoan and Dwarka sector 21 is much aligned to Delhi Master Plan 2021 and DDA L Zone Land Pooling Policy.

According to Delhi Master Plan 2021 Map, L Zone is about 22,000 hectares of cultivable land on the outskirts of Delhi consisted of around 45 urban villages of which about 25 lies within the Najafgarh area in Delhi. The most noticeable aspect of the urban planning according to new land pooling policy in L zone and other selected out areas is the provision for the private developer to participate along with DDA, the government urban planner in developing townships and other residential units in Delhi.

However, the role of private players in the DDA Land Pooling in L Zone is merely just not limited only to be a facilitator, but a constant partner of government agencies during the time span and process till the completion of the project. L Zone, which is first of its type of initiative in urban planning in India on the pattern of Public- Private-Partnership (PPP). Therefore, under the planning, private planners after procuring the land from the farmers will surrender a certain part of it to the DDA and keep rest with them for the real estate development activities.
